基金會（慈善基金會，foundation），是指利用自然人、法人或者其他組織捐贈的財產，以從事公益事業為目的，按照本條例的規定成立的非營利性法人。 基金會分為面向公眾募捐的基金會和不得面向公眾募捐的基金會。公募基金會按照募捐的地域範圍，分為全國性公募基金會和地方性公募基金會。根據《基金會管理條例》規定，基金會必須在民政部門登記方能合法運作，就其性質而言是一種民間非營利組織。
