智力障礙（MR）又稱智力缺陷，一般指的是由於大腦受到器質性的損害或是由於腦發育不完全從而造成認識活動的持續障礙以及整個心理活動的障礙。 由於遺傳變異、感染、中毒、頭部受傷、顱腦畸形或內分泌異常等有害因素造成胎兒或嬰幼兒的大腦不能正常發育或發育不完全，使智力活動的發育停留在某個比較低的階段中，稱為智力遲滯。由於大腦受到物理、化學或病毒、病菌等因素的損傷使原來正常的智力受到損害，造成缺陷，則稱痴呆。
