心理疾病是由於內、外致病因素作用於人而造成腦功能障礙，從而破壞了人腦功能的完整性和個體與外部環境的統一性所致。精神病的基本症狀是精神活動紊亂，導致認識、情感、意志、行為等方面的異常，以致不能維持正常精神生活，甚至作出危害自身和社會集體的行為。思想政治工作的物件是活著的人，在人群中絕大多數都是精神正常的，但也有少數精神異常或患有精神疾病的人。這就要求思想政治工作幹部不僅要了解和掌握人的正常心理(精神)活動規律，而且還應當瞭解有關心理疾病的一些常識，知道什麼是精神障礙，心理疾病的主要症狀是什麼。某些心理疾病主要表現在心理上的問題，到嚴重的時候會出現行為異常的表現。
