恐怖分子

恐怖分子（Terrorist ）是對恐怖組織中的成員的普遍稱謂。恐怖組織是指：（一）以暴力恐怖為手段，從事危害社會安全，破壞社會穩定，危害人民群眾生命財產安全的恐怖活動的組織。（二）具有一定的組織領導或分工體系。（三）符合上述標準，並具有下列情形之一：（1）曾組織、策劃、煽動、實施或參與實施恐怖活動，或正在組織、策劃、煽動、實施或參與實施恐怖活動；（2）資助、支援恐怖活動；（3）建立恐怖活動基地，或有組織招募、訓練、培訓恐怖分子。（四）有明顯政治目的或者政治政治訴求，又以 恐怖活動為威脅和行動手段的恐怖組織。

恐怖分子是指：(一)與恐怖組織發生一定的聯絡，從事危害社會安全和人民群眾生命財產安全的恐怖活動的人員。(二)符合上述條件，同時具有下列情形之一：(1)組織、領導、參與恐怖組織的；(2)組織、策劃、煽動、宣傳或教唆實施恐怖活動的；(3)資助、支援恐怖組織或恐怖分子進行恐怖活動的。
